The Priority Communications over Public Networks Workshop, technically co-sponsored
by the IEEE Communications Society Technical Committee on Communications Quality
& Reliability (CQR) and Bell Labs, was held at the Crowne Plaza Hotel
in Bratislava, Slovakia on 23 September 2008. The primary purpose of
the workshop was to advance the technical and policy understanding associated
with the implementation of a priority communications capability over public
communications networks. Such a capability was presented in 2007 as
a recommendation of the European Commission-sponsored Study on the Availability
and Robustness of Electronic Communications Infrastructures (ARECI) and has
since been well received by government and industry stakeholders in Europe
and elsewhere.
This was a unique, interactive collaboration bringing together thirty stakeholders
from the private sector, member state governments, European Commission, NATO,
and relevant standards bodies. An opening statement was provided by
the Ministry of Transport, Posts and Telecommunications of Slovakia that underscored
the importance of such a capability. An extended discussion on the
technical feasibility of implementing priority communications on a public
network was held, and after several hours of intense interaction between the
assembled experts, no technical objection to the feasibility of such a plan
was identified. The attendees also provided insight into their view
of the issues associated with priority communications via real-time voting.
The workshop ended with two focus groups examining issues related to: 1)Reliability
and Security of Priority Communications and 2) Future Priority Communications,
and then an open discussion on the findings of those two focus groups.
